Marc Devlon works for the Central Intelligence Agency's China Mission Center. He must travel to Hong Kong to meet one of his agents, Zhang Mei. For example, Irion clearly shows how it can be a significant challenge for the incumbent who loses to hand over power to the new administration, particularly if they do not share the same views. However, the incumbent president must uphold the constitution and proceed with the transfer of power on Inauguration Day. The author strongly emphasizes the significance of winning the majority of electoral votes in securing the presidency, even if a candidate loses the popular vote. Additionally, Irion introduces a ticking clock in the narrative to keep the readers on the edge of their seats as the characters endeavor to thwart an impending attack at all costs.
