Kouame addresses a very serious topic in publishing his doctoral dissertation. The issue of the digital divide is a topic that has largely tapered off in the developed countries. As multiple initiatives have addressed, to greater or lesser success, the problem is bringing less advantaged populations into competitive level familiarity with new technologies and the advantages they have to offer. However, the issue still poses a problem in less developed countries where simple access to computers is only one of the multiple challenges faced.
Within his study, Kouame explores a great deal of recent research on the issue and the implications such limitations might offer to regions such as the Ivory Coast. His research examines multiple aspects of the digital divide, various solutions that have been implemented in attempts to bridge this divide, and the implications to the African community should successful programs not be put into place. Within this discussion, he includes recent research regarding the effectiveness of technology within the educational realm, addressing the ongoing debate regarding this issue. The positive outcomes, when technology in the classroom is implemented mindfully, proves to be a strong and supportive thread running throughout the book.
